Function Security Center, under which are Engineering (Technology) Research Center of Functional Safety in Machinery Industry and Key Lab of Functional Safety for Measurement Control Network and System in Machinery Industry, is dedicated to the promotion and development of functional safety technology, specializing in conducting researches, trainings, assessments and certifications of functional safety standards and technology. Over the years, with subsidies from related science and technology programs of the government, and under the support of research institutes, universities and enterprises, the Center has completed and is undergoing a series of researches on functional safety technology, and endeavors to disseminate and apply it to practical use.


Researches on functional safety standards, revision of national standards and studies on national program

As the Secretariat of the Subcommittee 10 on System and Functional Safety of National Technical Committee 124 on Industrial Process Measurement and Control of Standardization Administration of China (SAC/TC124/SC10), the Center is a counterpart of IEC/TC65A in China. To establish and improve the national standards system of functional safety based on IEC61508 (GB/T20438), SAC/TC124/SC10 is at present working on the formulation and revision of 11 national standards, including GB/T20438.1~.7, Hazard and Operability (HAZOP) analysis, Layer of Protection Analysis (LOPA) and acceptance and evaluation standards for oil and gas pipeline safety instrument system.
A number of experts of the Center have participated in the development of international standards such as IEC61508, IEC61511, etc. As members of the international standard working group, these experts are directly involved in the establishment and revision of the international standard system.
The Center has undertaken and successfully completed a number of major national programs on the research and development of science and technology, including “863 Program”, Science and Technology Development Program, Key Technology R&D Program, Science and Technology Infrastructure Construction Program, Social Public Service Research Program, R&D Program of Research Institutes, National Soft Science Research Program, etc.  For examples, “Research on Policies and Measures to Ensure the National Economic Safety by Means of Functional Safety Standards”, “Optimization Tool for the E/E/PE Safety System Integrity”, “Assessment Tool for the Functional Security of Monitoring Devices, Software, and Integrated system”, “Functional Safety Assessment of the Micro Network System for Safety Monitoring and Tracking”, “Functional Safety Tests of Portable Devices and Development of Index Verification Devices”, “Testing Technology and Devices for the Functional Safety Performance of Safety Transmitters”, “Testing Technology and Devices for Functional Safety Performance of Safety Controller”, etc. With a series of programs and researches completed, the Center is now exceptionally competent to conduct researches and provide industrial services.


Assessments for Functional Safety Engineering

The Center also provides such services concerning system safety as authentication, hazard identification, risk assessment and risk reduction, mainly in the fields as follows: oil refining, petrochemical industry, oil and gas, papermaking, public facilities, automobile industry, railway, nuclear energy and manufacturing sectors.
The Center has enhanced the safety and reliability of business operation as it works out solutions with professional technology. Its expertise advice has been greatly valued and is significant for the correct implementation of safety in the entire project lifecycle.

★ Process Hazard Analysis (PHA) / function examination of safety instrument;

★ Model selection/validation/minimizing the hardware failure margin degrees of the SIS equipments;

★ Preparation for company engineering instruction manuals;

At present, the Center has carried out in related enterprises (including PetroChina Pipeline Company, PetroChina Tuha Oilfield Company, PetroChina West-East Gas Pipeline Company, PetroChina West Pipeline Company, China National Offshore Oil Corporation, Liaohe Petrochemical, Yanshan Petrochemical, North China Power Group etc.) a series of process and system safety/availability assessments, HAZOP analyses, protective layer analyses (LOPA), SIL identifications and verifications. As a result, the Center has established a long-term cooperative relationship with these companies.




Functional Safety Laboratory and SIL Testing and Certification

Under the Functional Safety Center, there are the Engineering (Technology) Research Center of Functional Safety in Machinery Industry and the Key Lab of Functional Safety for Measurement Control Network and System in Machinery Industry, and the Functional Safety Test Lab recognized by the China National Accreditation Service for Conformity Assessment (CNAS).
The Center has established a good communication and cooperation mechanism at home and abroad with a number of companies and research institutes specializing in instrument automation. In this sense, it can not only give tests and certifications on product functional safety, but also offer product testing/experiment reports and suitability certificates of SIL (1/2/3/4) Level to prove that the products meet the standard required by the SIL level.
Besides, the Center can also provide enterprises with consultancy and certification on functional safety technology, in accordance with the following standards: IEC 61508, IEC 61511, IEC 61513, IEC 62061, ISO 13849-1, IEC 61784-3, and ISO 26262. Its representative products include:
★FS controllers, such as ESD, FS-PLC, FS bus, F&G, etc.;
★ sensing devices, such as FS transmitter;
★ actuator devices, such as FS valves, actuators, etc.;
★ FS light rasters, safety light screens, safety switches;
★ FS relay;
★ safety protection system for elevator/escalator;
★ automotive FS electronics / electrical products;
★ other electrical/electronic/programmable electronic products with safety requirements.


Training of functional safety technology and training for international functional safety engineer certificate

The Centre offers training courses of “functional safety technology and application” for the “653 Program” under the Ministry of Human Resources and Social Security, with an aim to train professionals in functional safety in China. For years, the Center has been offering regular training courses of different levels targeting different people, including those on such standards as IEC61508, IEC61511 and HAZOP, etc. and those tailored to enterprises. Trainees who have passed the examinations at last may receive a graduation certificate issued by the Ministry of Human Resources and Social Security. Till now, more than 1,000 experts, engineers and technicians have participated in the training.
Meanwhile, the Center also conducts trainings and examinations for TÜV-certified Functional Safety Engineer. Trainees who have passed the examination will obtain a certificate of Functional Safety Engineer issued by TÜV of Germany.
